Oahu!
Although Oahu is rather expensive to live, for visitors it boasts the cheapest accommodations because there are so many available hotels, and the competition keeps prices low. Waikiki will naturally be more expensive then staying somewhere by North Shore, however if you have your heart set on staying near famous Waikiki, you should be able to find a place two or three blocks from the beach giving you the same access as the more expensive beachfront hotels.
As for other islands, consider Airbnb, especially for Kona, Hilo, or Maui. They generally run cheaper than hotels, and you can save money by cooking your own meals.

North Shore hotel is higher price than Waikiki middle range hotels. Because there is only one resort around North Shore area and the hotel sets more Luxury resort type. Aulani, Disney and Four Season in Ko`Olina (Leeward, West side) hotels are luxury type as well. Outside of Waikiki area hotels are high end.

Over all, total vacation budget including food and activity. I think the Island of Hawai`i (Big Island) is slightly cheaper.

Waikiki’s restaurant rates are so higher. Even the breakfast you have to pay at least $20.00 per person.

In Waikiki area, you can cook your meals at your room if you stay at a none beachfront hotels, such as Aqua and Aston hotels on a few blocks away from the Waikiki beaches. These hotels offer kitchnet or full kitchen in the room, some hotels offer Free breakfast.
